Police Chiefs Unaware of Intent
“We weren’t consulted on it,” said Greg Stallman, the legislative chair for the Iowa Police Chiefs Association and chief in Altoona. “So we’re unaware of what the intent of this legislation is, or what they’re trying to get accomplished.”

Governor Reynolds defended the law, saying, “Well, make no mistake, we talked to them. We talked to them before we implemented it.”

Confirming Immigration Status
Des Moines Police Chief Dana Wingert stated that local police lack access to the database needed to confirm a person’s immigration status, a responsibility that falls to U.S. Immigration and Customs Enforcement (ICE).
Transportation and Monitoring Compliance
The law requires judges to issue orders specifying how to transport convicted individuals to a legal port of entry and the agency responsible for monitoring compliance, raising questions about the process.
Lack of Guidance from State Officials
The Iowa Department of Public Safety and the Attorney General’s office have not yet issued guidance on enforcement or prosecution under the new law.
Strain on Resources and Community Relations
Administrative Burden on Departments
Former Iowa Public Safety Director Mark Prosser warned that the law could place a further administrative burden on already stretched-thin departments, stating, “Our chiefs and sheriffs, they’ll come out, and they’ll have to determine if they even have the staff to do it.”
Concerns about Racial Profiling
Prosser and other chiefs expressed concerns that the law could lead to unintentional or intentional racial profiling, with officers more likely to question individuals of color or those who speak different languages.
